Lowered Cap on the Charitable Deduction Now Law in New York
Governor David Paterson has signed into law a measure passed by both the New York State Assembly and Senate that significantly reduces the charitable deduction for high income New Yorkers. It allows donors earning $10 million or more to deduct only 25% of their contribution, cutting the deduction by one-half from the current cap of 50%.

The provision in the budget plan runs for three years, including the current 2010 tax year. The Alliance for Charitable Reform has vigorously opposed similar proposals at the Federal level and is an active member of a coalition that monitors this issue here in Washington. We have voiced our opposition to the New York provision.

Florida legislation passed


On May 27, 2010, Governor Charlie Crist of Florida signed into law Senate Bill 998 which protects Florida foundations and the charities they support.

ACR, along with a coalition of key legislators, foundations, philanthropic associations and policy organizations, advanced this legislation.
